If a contractor is entitled to an amount under subsection , payment may be made from the holdback account established under section 5. Subject to section 34, a holdback required to be retained under this section is subject to a lien under this Act, and each holdback is charged with payment of all persons engaged, in connection with the improvement, by or under the person from whom the holdback is retained.
